Smog Test in Illinois?

That is correct.  They just plug the car in and check for CEL's.  So one could delete any undesired emissions equipment (rear O2, EGR, etc.) in a tune and should pass without issue.  :)

since your doing all that work why not turbo it. unless the pw is super cheap you will like the end result. dont get me wrong anything thats forced inducted is all good

My thoughts as well.  I love the PW but u run out of shit to do to it quick.  Pretty much peaked out at 300 WHP.

I can get the PW kit for $1500 complete. I use this for my daily driver. Dont want to go real crazy. 175 -200 hp would be sweet.

220-235 WHP is no prob for that setup with a few bolt ons. 

just get sometihng older than a 96 they dont check those years
