Can't beat a fox body Mustang in the bang for your buck department.  But you'll need to be willing to get your hands dirty.  But then again your pretty damn close to that value level with the Camaro. 

If you only want to do a few bolt ons, an SRT-4 is a hell of a value. 

Eclipse turbo's are great too, but are getting old and get unreliable when you start modding the shit out of them...

Could do any variety of Civic.  Dirt cheap parts there.

05-06 GTO for 15-18G.
